Michael D. Harris the President (and Owner) of the David Consulting Group leads our team and he is supported by two Vice Presidents of Services who head our Software Performance Solutions and Software Performance Management units. In these roles they are responsible for client management and service design and delivery. Additionally they manage implementation, customization, and support for all DCG’s projects.

Mr. Harris brings 30 years of broad management experience in the IT field including periods in R&D, development, production, business and academia.

Before becoming President, CEO and majority owner of DCG at the start of 2006, Mr. Harris was a key executive at Fidelity National Information Services (NYSE: FIS). At FIS Mr. Harris led Channels Development and Operations Services within the Leveraged Products Development Group. Prior to FIS, Mr. Harris was President of the Banking Solutions Division at Sanchez Computer Associates (NASDAQ: SCAI). Under his leadership, the software development team at Sanchez achieved significant quality and delivery improvements culminating in the achievement of CMM® Level 3 in only 15 months and the establishment of an offshore development team in India.  While at Sanchez, Mike was a DCG client!  Yes, “He liked it so much, he bought the company.”

Mr Harris was a Senior Vice President and Head of the Global Chip Card Group at MasterCard International. In this role, he maintained MasterCard’s leadership position in chip technology and was at the forefront of driving through industry standards for credit cards with chips as a founding director of EMVCo. (the global standards body for chip card standards in the payments industry).

Mr. Harris earned a Bachelor of Science degree in electronic engineering from the University of Southampton, England, and a Master of Science degree in computer-aided engineering from Coventry University, England. He is a Chartered Engineer, a Member of the Institution of Engineering and Technology (UK) and a Member of the Institution of Electrical and Electronic Engineers (USA).  He was certified as an IT-CMF Associate in 2011.

Mr. Harris, along with David Herron and Stasia Iwanicki, are authors of THE BUSINESS VALUE OF IT:  Managing Risks, Optimizing Performance, and Measuring Results published by CRC Press.

Tom Cagley , Vice President, Consulting

Tom Cagley leads DCG's Agile Practice, Estimation Practices, Software Process Improvement, IT Performance Improvement and Software Measurement Consulting Practices.

Mr. Cagley has over 20 years experience in the software industry in which he has been a consultant since 1997. He was previously Metrics Practice Manager at Software Productivity Research. Earlier, he held technical and managerial positions in different industries as a leader in software methods and metrics, quality assurance and systems analysis. Mr. Cagley is a frequent speaker at metrics, quality and project management conferences. His areas of expertise encompass management experience in a wide variety of methods and metrics, quality integration, quality assurance and the application of the Software Engineering Institute’s Capability Maturity Model® Integration (CMMI) to achieve process improvements.

Mr. Cagley is a member of the International Function Point Users Group and is a Certified Function Point Specialist. Mr. Cagley has served on the IFPUG Board of Directors as the President. He previously served as the Vice President, Chair of the IFPUG Conference Committee and Director of Conferences and Education.

Mr. Cagley earned his BS from Louisiana State University and has done extensive postgraduate work at Cleveland State University, Case Western Reserve University and Kent State University. Tom also is holds an IT-CMF Professional Certificate.

Mr Cagley co-authored Mastering Software Project Management: Best Practices, Tools and Techniques with Murali K. Chemuturi.

David Herron, Vice President, Software Performance Management

David Herron is a Business Development Manager and VP of Knowledge Solution Services for David Consulting Group. Over the course of his professional career David has provided consulting and coaching services for a variety of IT organizations throughout the US and Canada.  He is an acknowledged authority in the areas of function point analysis, project estimating, performance measurement, process improvement and organizational change management. Most recently, David has become engaged in the deployment of agile practices and services including agile assessments, scrum and XP.  He is a noted author and lecturer and has co-authored several books on topics relating to IT performance measurement.

Mr. Herron's industry background includes experience in commercial software development, government projects and corporate information systems.

Mr. Herron is a frequently published author of articles and books on software sizing, estimation and measurement. Alan Cameron, DCG Europe Alan Cameron, David Consulting Group, LTD (DCG Europe)

Alan Cameron has more than 20 years experience working in IT. He started on the client side within the UK Inland Revenue and has had many roles ending as the Metrics Estimating and Process Lead for HP Applications Services in EMEA. In this role his team supported many hundreds of projects in a wide variety of industries.

Before it was taken over by HP Mr. Cameron held a similar role in EDS where he built a team of CFPS counters and expert estimators all across EMEA.  As part of his work Alan has helped to build major bids based on linking success to delivered value.  To achieve this he has driven the development and implementation of measurement programs in  mature and immature process organizations. 

Early in his EDS career he was instrumental in the development of a measurement based performance system covering 28 different work areas in the contract with a major government department.  The work types covered by this regime ranged from printed output (over 100 million pages printed and posted to the public annually) via forms processing, PC support and software development and maintenance. The techniques employed allowed for better IT planning, strategy and budgeting based on predictive productivity, and the processes developed were applied throughout the multi million dollar contract over six years.  

Subsequent to that role Alan was part of the IT strategy organization helping the client to re-engineer its business.  During this project he mentored senior client executives enabling them to re-examine the refocus their business in line with the latest technology, thereby maximizing the value of their IT spend.

Before joining EDS Alan was the requirements manager for significant parts of the UK Self Assessment program, where he concentrated on Management Information and Compliance areas of the business.  This program followed on from a specialist project during which the entire core business of the Inland Revenue was analyzed using OO techniques to drive out core common logical processes and identify specialist areas which would require separate systems.  The resulting logical business model was a core component for over ten years of business and IT development.

Mr. Cameron’s introduction to IT was as  the manager of a procedures team responsible for the processes and interfaces between local office work and the IT systems of the day. The team supported over 40,000 staff in 600 offices throughout the UK.

Mr. Cameron holds a BSC degree and PhD in Physiology from Queen’s University Belfast. He is a very keen photographer, and enjoys nothing more than being in the high mountains with his camera.


Tony Timbol, Vice President, Sales and Marketing

Mr. Timbol is responsible for corporate solution marketing, sales management support, Internet/Web marketing and marketing communications supporting DCG domestic and overseas operations. Mr. Timbol is primarily responsible for new business development along with sales support for existing accounts.

Mr. Timbol brings over 30 years experience in supporting corporate software development organizations and software product developers in both commercial and Government settings. Mr. Timbol helps clients define their IT frustrations and challenges and explore how DCG expertise and experience may support value-driven client change initiatives. Prior to DCG, he has held management, senior management and technical positions with Electronic Data Systems, Rockwell International, Computer Associates, Computer Management Sciences and Technology Point International.

Prior to joining DCG, he was Vice President, E-business Solutions at Technology Point International in Jacksonville, Florida, where he led the Management Consulting and Application Development lines of business. Previously, while at Computer Associates (NYSE: CA), Mr. Timbol was a Director in the Project Management Office and managed a multi-million dollar portfolio of consulting projects. He served concurrently as the Director of Solutions Development for CA Professional Services in the Southeast, supporting national and overseas teams of systems architects and support engineers.

His early career saw increasingly senior positions at Computer Management Services (NASDAQ: CMSI) and Electronic Data Systems (now HP). He began his career as an Aerospace Engineer with Rockwell International in 1979 and was a member of the first Space Shuttle Launch team that culminated in the inaugural flight of STS-1, Columbia in April, 1981.

Mr. Timbol earned his B.S. in Space Science and Physics at Florida Institute of Technology.

Ms. Eglin is an experienced Consultant and Certified CMMI instructor with The David Consulting Group. She has extensive expertise in the areas of Software Process Improvement, Quality Assurance, corporate process training, financial systems and quality compliance protocols. Her experience includes CMMI Level 3 implementation, process design and development, CMMI and Agile related training course development and instruction. She has leadership and management experience with successful CMMI Level 3 Engineering Process Group activities.

Ms. Eglin’s specialties include Measurements/Metrics, Process Improvement and Sizing/Estimation.

Prior to DCG Ms. Eglin has held positions with Fidelity Information Services, Sanchez Computer Associates as Manager of Engineering Process, Senior Audit Compliance Specialist, and Training Program Manager.

Ms. Eglin holds a BS degree in Business Administration, is  a Certified CMMI Instructor from the Software Engineering Institute and is a Six Sigma Green Belt (Villanova University). She has spoken at the QUEST Conference and local Software Process Improvement Network organizations and is a member of the National Association of Professional Women.
