Can 'Software as a Service' be a value-added proposition to your software process improvement initiative?

In a word - yes! Process and project management tools are available in a software as a service format and can add value to most process improvement initiatives.  SaaS tools provide easy access to software functionality that can support such things as project estimating, project and portfolio management and process management. Ease of use, maintenance free and economical are among the primary advantageous. Training on the software is still necessary, but typically these tools provide basic broad-based functions and are easy to learn.  The best strategy is to engage an external consultant who is already familiar with the tool and can provide both training and initial functional set up.
